Megan Faries
Meet Megan Faries, Housing Mortgage Administrator, in Housing Finance. In her role, Megan coordinates and manages down payment and closing costs assistance programs for constituents buying homes in Delaware. Megan joined DSHA in March 2023, after working as a Mortgage Underwriter for Pike Creek Mortgage.
Megan says her job is rewarding because she loves helping others. “I love coming up with programs to help people achieve homeownership and help families make memories, lay down roots and attain stability.”
When she’s not at work, Megan enjoys hiking, yoga, listening to Taylor Swift and spending time with family, friends and her Newfoundland, Hope.
“Since Megan joined DSHA, she has helped create exciting new down payment assistance programs and added fresh ideas to how the team manages the day,” says Brian Rossello, Director of Housing Finance. “Aside from great program initiatives, Megan brings her calming manner to the office, which helps foster camaraderie among the team.”
Kyle Jones-Bey
Meet Kyle Jones-Bey, Program Compliance Officer in Housing Management. In this role, Kyle provides auditing and reporting services to program managers to ensure that DSHA programs are HUD compliant. Kyle, who worked at DSHA for 12 years prior to leaving for New York City, returned to DSHA in 2022.
In his previous role, Kyle was a Program Specialist for DSHA’s DEHAP program. Kyle says he was happy to return to DSHA after working in New York City Housing and “help the agency I started with.” When not at DSHA, Kyle is an avid video gamer and collector of unique fashionable dolls. Both hobbies, especially doll collecting, have earned him over 7,000 Instagram followers.
“Kyle is a great team leader and is an integral part of the team,” says Elana Davis, Director of Housing Management. “He is a key contributor to the department and has never-ending positivity. I appreciate him taking responsibility, especially as we transition to Yardi.” Kyle brings a high level of knowledge and professionalism to DSHA and his expertise in compliance will ensure that all regulatory standards are consistently being met.

Melissa Ziegler
Melissa supports Director Cynthia Karnai and Chief of Staff Emily Cunningham here at DSHA. Melissa joined DSHA in 2018 after spending 30 years with the Delaware Courts. Among her many responsibilities, Melissa manages schedules, makes travel arrangements, prioritizes emails and phone calls, handles complaints, prepares, distributes correspondence for reports, develops agendas for and arranges meetings and events. Melissa “works her magic” says DSHA Director Cynthia Karnai. Melissa’s “expertise, approach, and teamwork shine each day. She makes my work easier— and that can be a big task some days. The continuity she offers for my role has been a great asset I am thankful to work with her.
Melissa has supported 3 DSHA Directors during her time here. Melissa also leads the Administrative Staff Summits for DSHA. These summits provide opportunities for development, cross-training, and information sharing. “She serves as a resource for many staff throughout the agency.”
Melissa is always willing to solve problems, offer technical assistance and deliver first-class support with the most positive attitude. Melissa’s husband Donnie also serves the state working with the Delaware Department of Transportation. Melissa is the proud mom of two sons and a dog named Yogi. Melissa explains why she loves her job: “I love being part of something larger that makes a difference. I enjoy the work variety because every day is different. I also love that my job challenges me in many ways. I am learning all the time and from the best people!”
Wanda Spiering
Wanda served as the Director of Human Resources from 2009 – 2020 here at DSHA. She retired and returned to DSHA as the Chief Operating Officer in the Administration Division, where she manages and supervises the daily operations of human resources, accounting, and housing management functions just to name a few.
Wanda creates systems to ensure efficient service delivery for employees, business partners, and constituents. Wanda can be seen assisting the Director in overseeing overall operations of DSHA. She formulates policies, rules, and regulations, makes revisions and recommendations, and incorporates the implementation of the same.
A solution-based team leader with years of experience, Wanda brings a wealth of knowledge and expertise to her role. But there’s more to Wanda than just her professional acumen. She is a caring, kind-hearted person who enjoys the simple things in life. Her warm, compassionate nature makes her beloved by all who grow to know her. Whether she’s lending a listening ear, passing by in the hallway to say hello, or offering a helping hand, Wanda’s genuine kindness shines through in everything that she does.
