Program Overview:
The Delaware State Housing Authority (DSHA) is making $5,000,000 available to support Community Navigation services through the Emergency Rental
Assistance (ERA) Program. Community Navigation Program services will include:
- Rapid Re-housing: Up to $1,000,000
- Homelessness Diversion: Up to $1,000,000
- Homelessness Prevention and Intervention: Up to $3,000,000
Successful applicant organizations must be able to demonstrate, through a competitive Notice of Funding Availability (NOFA) process, their ability to implement one or more of the above programs, and to sustain the program(s) with ERA funding for up to one (1) year. ERA funding will support program delivery (staffing costs) and program administration expenses. Successful grantees will be expected to use ERA funding to support a staff person who is 100% dedicated to the CNP program(s). Successful applicants will coordinate with eligible households to access direct client assistance through the Delaware Housing Assistance Program (DEHAP).

Important Dates:
- November 3, 2021: Community Navigation Program funding round opens.
- November 8, 2021: Public Information session held.
- November 9-12, 2021: Technical Assistance Meetings held.
- December 3, 2021: Community Navigation Program applications due to DSHA by no later than 4:00PM EST*.
- December 2021: Ranking Committee reviews and scores applications.
- December 2021: DSHA announces funding awards.
* Applications received after the posted deadline will be considered ineligible for funding.
