Catalyst Fund

The Catalyst Fund is a new program funded by an allocation of State and Local Fiscal Recovery Funds (SLFRF) from the State of Delaware to Delaware State Housing Authority. Check out the Program Guidelines here. The Fund is designed to support efforts to address vacant property in communities disproportionately impacted by the COVID-19 pandemic. The Catalyst Fund will promote neighborhood revitalization and an equitable recovery by providing developers with gap funding to renovate vacant homes. and/or build new homes on vacant land, for sale to home-owners.

ARE YOU AN ESTABLISHED NONPROFIT DEVELOPER WITH STABLE SOURCES OF CONSTRUCTION FINANCING?

  1. Apply to DSHA for its Sales Gap Subsidy by completing the following documents:
    1. Catalyst Fund Self-Funded Application
    2. Catalyst Fund Certification of Application Submission
    3. Sales Gap Subsidy Calculation Worksheet
    4. Property Condition Form
  2. Once you've completed these forms and gathered all the supporting documentation, please send an email to CatalystFund@destatehousing.com with the following information:
    1. Your Name
    2. Your Organization
    3. Your email address
    4. Whether you will be the primary contact for your organization
